Course Overview

This qualification is designed for professionals in the building and construction industry wanting to apply for a Low-rise Builders License or to advance their knowledge to acquire a higher-level position in the building and construction industry. This course is designed for builders or owners of small to medium sized businesses in the construction industry who want to up-level. It is targeted to all tradies, including: Carpenters, Bricklayers, Leading Hands, Building Estimators, Site Supervisors and/or Project Managers.


According to the Australian Government’s Job Outlook service, future growth is strong for those in construction management roles, ensuring the skill learned in this qualification will be in high demand. The average salary for this role within Australia is estimated between $100,000 to $180,000.


Upon completion, students will have gained extensive skills allowing them to plan building construction work; apply structural principles; supervise on-site construction; apply building code; meet standards and legal requirements to maintain industry quality; manage contracts; and manage small business finances. Successful completion will allow you to then apply for a Builder – Low Rise License, setting you up to successfully manage a residential building business.


Completion of specific units of competency within this qualification may also allow you to apply for a Site Supervisor Builder Low Rise License. General induction training is also required to be completed before entering a construction site in accordance with the National Code of Practice for Induction Training for Construction Work – this requirement is satisfied by completing unit CPCCOHS1001A –“Work safely in the construction industry”. Please note that additional units of competency may be required to meet builder registration requirements in various States and Territories. Entry Requirements

Students must be 18 years or older and will be required to demonstrate the required level of Language, Literacy and Numeracy (LLN) skills.


Whilst there is no formal pre-requisite required to enrol into this qualification, it is beneficial for students to have some relevant industry experience working in a managerial position within the workplace. This may have been obtained through formal and/or informal training, work experience and life experience.


To ensure that this is the most suitable qualification to achieve individual career goals, all applicants to this program will undergo a Pre-qualification Interview. In this interview we discuss career goals, assess eligibility, and discuss current knowledge and experience.


All students, who have two (2) or more years’ industry experience, are offered a Recognition of Prior Learning (RPL) Assessment. This RPL Assessment process is undertaken by a qualified industry experienced Trainer and Assessor who will measure each student’s current knowledge and experience against the performance criteria of the qualification. Should individuals have already acquired knowledge and skills considered within the learning criteria of this qualification, they may not need to complete all units of competency within the qualification. As a result, if an application for RPL is successful, a student may:


  • Reduce or eliminate the need to undertake training in skills and knowledge you already have
  • Save time by reducing the number of classes that you will need to attend
  • Complete your qualification in a shorter time
  • Advance to a higher-level qualification in a shorter time, if desired

Should a student have already completed some units within this qualification, they may also be eligible for Credit Transfer. To apply, evidence of completed prior studies equivalent to the units of competency within the qualification must be provided.

Students may need regular access to a laptop or desktop computer with the following:


  • An adequate and reliable internet connection
  • At least the equivalent of Microsoft Office, with word-processing capabilities and spreadsheets
  • A PDF Reader installed

Fresh Start Education’s blended training model may include one (1) or more of the following training and assessment delivery pathways supported with written, oral and recorded on-site or simulated work environment assessments:


  • Face to face training and assessment services delivered in a classroom environment located at the RTO premises. Fresh Start Education may hire a training venue for students located outside of Brisbane
  • Online training and assessment services delivered via video communication
